Witness Sees Red Beam Shine From Clouds to Ground

Description (In Witness's Own Words): I was driving down Grand Blanc Rd. heading east towards Beers Rd. It was early afternoon and partly cloudy. It was a warm afternoon. When I drive, I like to watch the sides of the road for animals, it being the country and all. I saw a red beam coming from some clouds, west of beers road, south of Grand Blanc road, maybe about a mile. I drove past Beers road before it sank into my mind of what I had just glanced at. I did a u-turn a 1/4 of a mile past Beers road, and turned down Beers road, pulling off onto the shoulder about 50 yards south of Grand Blanc road. I could still see the beam of light, it looked like it was maybe heading into the woods on the west side of Beers road which is about a half mile down the road. From where I was I could tell it was darker red in the middle and lighter on the sides. The clouds above were not illuminated, but were more tightly packed, a darker grey around that area and out for a half mile perhaps. If I held my fingers up to measure the width of the light, it was 1/4 of an inch. I watched this for 15 mins, and left as it was still going, driving 1.5 miles to my family's home. I asked my parents to look out the window to look, but it was gone.

Investigator's Notes: The witness is describing what would appear to be a laser beam. (See drawing above.) This case is unusual because one wouldn't expect any tests of laser devices to be made over populated areas. The sighting obviously impacted the witness considering that it happened nearly 15 years ago. I have no explanation for what the witness observed.
