Man Extracts Still Image From Video of "Underside of UFO"

Springfield is in Western Oregon About 100 Miles South of Portland.

Description: I have seen this thing many times and it isn't always in the same spot, but it is very very bright and doesn't move like stars do. It dips the horizon when it is steady, but it does move and change colors. It can be very bright then dim and be gone only to reappear again. I have a picture of what I think is an underside of a UFO I took a few years ago in another area of Springfield Oregon.
Note: The witness remarks that he sees this object several times which suggests that it could be a bright celestial object (planet). However, if the date of his photo is correct, then the "celestial" explanation would not be correct. No bright planets were visible at the time of the photo.
