Woman Sees Bright "Cross Shaped" Spinning Object - Dogs Become Quite Excited

Description (In Witness's Own Words With a Few Edits):  From my yard in Centralia, WA I was looking due south.  The object was a bit south and east of the handle of the big dipper. The object was cross shaped, was a stationery, bright shining white light, and appeared to emit 8 beams of light, then it would spin, and stop and flash red, blue and green lights off the tips of the cross. Then it shone brightly again, started spinning again and lights reversed color. It kept doing this many times and the neighborhood dogs kept barking and my dog did not want to stay outside with me. I watched with my 10x50 binoculars till 9:15, then came inside to look on internet as to how to report this, and when I looked again, it was gone.

Investigator's Notes:  If the witness's report is accurate, this light (object) doesn't fit any conventional aircraft.  I had thought possibly that the witness had viewed a helicopter, but she should have heard some sounds.  The stationary nature of the object would possibly suggest a star or planet, but the spinning and projecting light would suggest otherwise.  Given available information I cannot identify this sighting.
