Three Witnesses See Two Objects Move Rapidly Across Sky in "Wave-Like" Pattern

Description (In Witness's Own Words): We were looking at the big dipper when two star like lights appeared inside the dipper. They were close to each other, moving north to southwest-quickly! The bottom light or object began to move in a wavy pattern, first away from the top object then back toward it, as if toying with it. Then they both traveled out of our sight into atmospheric haze. The entire trip across our visible sky took ten or less seconds. My neighbor and his wife also saw the same lights and flying patterns I saw. The weather was clear and cool, no clouds at all. This area of sky is not an approach for any air traffic, there are no military bases in my immediate area. These objects appeared to be flying as if in a tangential path to our atmosphere.

Investigator's Notes: The objects sighted did not behave like meteors given the fact that they were not descending and did not have a visible trail.  For the same reason I doubt if the witnesses sighted reentering space junk.  Satellites would also not be likely given that the witnesses saw the two objects moving in a "wave-like" pattern.  Give limited data I have no explanation for this sighting.
