Description:  A woman called within 30 minutes of seeing several erratic moving lights in the vicinity of the moon.  The moon was setting to the west.  (This is the reason that she noticed the lights.)  The lights continued moving erratically after the moon set.  Sometimes that would disappear and reappear.  The lights were large and orange in color.  (The lights were smaller than the moon, but larger than a bright planet according to the witness.)  The witness said that she also saw an airplane show up after the lights appeared.  She did not know what type of aircraft that it was.  No sound was heard.

Investigator's Notes: The witness seemed sincere in our conversation and mostly wanted to know if anyone had reported the lights.  She thought the lights to be most unusual.  Given the account by the witness I don't believe that the lights were astronomical phenomena or aircraft.  I contacted the public affairs (PA) officer at Mountain Home Air Force Base.  (The base is about 40 miles west of where the lights were sighted.)  The PA officer said that extensive exercises were carried for the entire week of Feb. 27 through March 3, 2006.  Although he wasn't sure if flares were dropped he thought that flare drops would have been part of the exercises. Given this information I am reasonably certain that the witnesses were observing flares.  A similar sighting was received from two witnesses near Buhl, Idaho (enroute from Twin Falls.  (See map above.)
