Couple See Bright Light Move in a "Zig-Zag" Motion

Description: A couple were outside star watching and noticed a bright light in the Northwest near the big dipper. The light was larger than any background stars and was moving in straight line towards the Southeast. After about 10 degrees of movement the light began moving to the left and to the right in rapid "jerky" motion. No sound was heard during the sighting. The light then disappeared as if it moved behind a cloud, but the sky was totally clear.

Investigator's Notes: I interviewed the primary witness at length by telephone. The witness is a veteran with 20 years of service in the Navy. He says that he has never seen anything in the sky like this. He said that he really doesn't believe in UFOs, but couldn't explain this sighting. The International Space Station (ISS) was visible between 01:22 and 01:24 AM on June 24. The angle was quite low (max elevation of 27 degrees.) Given the time of the ISS, the reported aerial characteristics of the light, and the high elevation of the light it is not likely that the witnesses saw the ISS. I have no explanation given that the light does not fit any other conventional phenomena
(balloons, meteors, or advertising lights).
