Two Witness Multiple Light Formation Move Across Night Sky

Description (In Witness's Own Words): At approximately 8:30 PM Thursday night, a co-worker and myself were sitting outside. I noticed 4 bright white lights in the sky over the highway. I tapped my buddy on his shoulder and asked him what that was. He saw the lights as well. The lights were as bright as football field lights, direction of the lights seemed to be pointing down. We both stood up and when we did the lights started to dim out. They didn't switch off like a light switch, but almost like they were on a dimmer switch. Then they were gone, and we were left there scratching our heads. We sat outside for an hour and a half after that, until closing at 10 PM. Right after the lights dimmed out, I noticed approximately 12 twinkling lights in the sky. They made their way across the sky in a Northerly direction. At approximately 9:45 PM we saw 6 twinkling lights coming back at us from the direction that they went. Then they split up and disappeared. This is the first experience either of us has ever had. It will be nagging on me until I see them again. I will be out there with a camera and at least one witness until I see something like this again. Note: There are no visible light towers in the vicinity of where we saw these lights.

Investigator's Notes: The witness's report is difficult to follow. He apparently had two separate sightings of the lights, but it is unclear on the time of the second sighting. (Was it 9:45 PM or 10:00 PM?) Nothing in this report indicates any unusual behavior by the lights. However, given the sketchy nature of the report I can't even speculate what these lights could be.
