Date of Sighting: August 17, 2007
Time of Sighting: 5:25 to 5:48 PM PDT
Date Sighting Reported: August 18, 2007
Duration of Sighting: About 25 Minutes
Location of Sighting: Portland, Oregon
Latitude: 45.5 Degrees North (Airport)
Longitude: 122.9 Degrees West (Airport)
Number of Witnesses: One

Weather: Clouds Were Scattered at 7,000 Feet and scattered at 25,000 Feet. Surface Winds Were From The Southwest at 5 MPH. Winds at 7,000 Feet (Height of First Cloud Layer) Were From From the Southwest at 9 MPH.

Description (In Witness's Own Words): I lost sight of it after a huge cloud came over. About 10 minutes later after the huge cloud finally passed, it was no longer there. I really don't think what I video taped was a star or planet. I just don't think it's possible to see them in bright blue skies that early in the day this time of year. And this was NOT a balloon - in the video you could see the clouds pass by, but this white silverish sphere did NOT move. I did MUCH better taping this than what I tried to video tape on May 30th 2007. Wwhen I looked through my binoculars, this sphere looked very similar to what I saw on May 30th 2007. Please let me know if it's possible or not to see with the naked eyes planets or stars that early in the evening. I don't want to submit this video to you if it was a planet or star.

Investigator's Notes: The witness took about 25 minutes of video footage of an object that moved little if any during the entire time period. The witness would lose the object when the lower cloud cover passed over it. She would again find the object after the clouds moved by. A thicker cloud covered the object at the end of the video resulting in loss of the object. No stars or planets were visible in the quadrant of the sky where the footage was taken. (Footage was taken in a NNE direction at about an angle of 70 degrees.) Venus is the only planet that can be visible during daylight hours and Venus was close to the western horizon at the time of the video. A weather balloon was launched from Salem, Oregon at 5 PM PDT. (Salem is about 100 Miles SW of Portland.) The balloon would not have likely been visible for 25 minutes due its rapid ascent. There is a small possiblity that the orb could have been a weather balloon as the balloon would continue to expand as it ascended making it appear to the observer as the same size. However, the balloon should have moved across the sky rather than appearing to hover. Given these details I have no explanation for what witness video taped.
