The witness phoned in his report about a month after it occurred. He called the local police department right after he experienced his sighting. He stated that he had arrived home from his night shift and was sitting outside. He noticed a very bright light in the sky with a "black dot" in the middle. The black dot would move relative to the bright light. The light moved, stopped and hovered for a minute, and then sped off. The witness said that he light was slightly larger than the north star (Polaris).
Comments: The witness seemed sincere and quite baffled by what he saw. The only enigma about his report is how he could make out a black dot in the middle of a light that he described as slightly larger than the north star. This could be the case if he used binoculars, but he made his observations with the naked eye.
