Strange Slow Moving Lights Seen in Sky Over Lake

Description: At about 11 PM on the lake in our boat we saw a very bright light (brighter than any star or planet) slowly moving above the city. It was too bright, the wrong color and flickering to be helicopter or other aircraft. The light flashed as it were a firework or flare, with very slow horizontal (L to R) movement eventually coming to a near stop. I had night vision goggles to see if it was a parachute etc. I saw nothing other than the light itself. The light got dimmer and when the object could no longer be seen with the naked eye, with night vision goggles you could still see it. It was almost motionless. About 30 seconds later heard I heard somebody yell "there's another one" and saw what in all honesty looked like a safety flare being launched, but when the light reached it's apex, it simply stopped next to where the first one was. It was illuminated brightly for about one minute and then gradually dimmed as the first one. There was no sound. The brightness and velocity of the light (if flare or firework) would indicate it being relatively close and we should have heard a mortar launch or crackling of the flare itself. The color of the lights was a strange salmon-orange color. (The color was similar to the salmon colored light from street lamps.) It could have been an extremely bright object moving extremely fast a large distance away. I don't know if you have any other reports of these or insight to what they may have been. Perhaps they were flares, but they were of strange color and they moved extremely slow relative to star field after stopping. I saw no bobbing or swaying when viewed through magnifying night vision goggles. the lights looked like very dim stars virtually motionless in the sky (after the initial intense brightness and fast movement).

Note: There are no military operations area over the area. However, Fairchild Air Force Base is near Spokane, Washington (see map). Military operations are conducted in northeastern Washington from the base. It is not known if flares are used in any of these exercises. Given the above report I have no ready explanation for this sighting.

Update - September 17, 2009 -The Mutual UFO Network (MUFON) received a similar report on Sep 13, 2009 at 8:20 PM. The witness description follows: Out in front of my daughter's home I looked up and a very bright light appears as close as a helicopter overhead. There was no sound as it moved directly north. Then suddenly it turned on a dime to directly east. It traveled some distance and then just suddenly disappeared. There were no running lights of any kind. It just appeared to be an intensely white glow. I have never seen or ever expected to see something like this ever.
