Description: While walking my dog on a clear night 1/4 of the moon was visible to the wes) I was noticing all of the airlines at different levels of height. Air traffic was quite heavy traffic at many levels (10,000, 15,000, 30,000+ feet). Lights from the airlines were all blinking and constant speeds. Then coming from the North-Northwest and heading out over the ocean in a Southeast direction was a constant light, like if a jumbo jet was coming head on, but I was actually viewing it from the side by now. As it got closer I expected to see the blinking lights of the wings or tail, but the light became more intense and I noticed it was a spherical perfect ball and it was rotating colors: blue-ish, yellow/green, red-ish in a consistent pattern at 15,000 to 20,000 feet maybe more. Once it got farther out over the ocean, it was clear it wasn't anything but a ball of light, moving like in a constant direction and rotating colors. I stopped and clearly watched it pass my point of view to where now I should be looking at the back of a plane. There were no changes. It was still spherical and colorful. Once it seemed way out over the ocean, it just got very dim very quickly then accelerated directly away out of sight. It was clearly something different than the other jets in the sky and all the different levels of pattern and especially as it passed my point of view left to right and out over the ocean. There was no structure to view it was just a light changing colors.
