Description: I am a pilot and live right next to a hospital with a helicopter landing strip so I know what a helicopter and airplane look and sound like. I was driving on St. Marie street in Duluth, MN and a weird helicopter like craft was paralleling me at about 30 mph. The craft and kept slowing down, speeding up and swaying back and forth (like he was drunk) as I looked at it. After driving for about 1/4 mile the craft turned right and flew at me for about 30 seconds and flew directly over me. Originally I thought the craft was only about 30 feet long, but when it flew over me the craft had four bright lights spaced evenly apart and were in a slight U shape. The craft was flying approximately 100 - 200 feet wide and was at an altitude of about 500 feet and sounded like a turbo prop engine at idol (very quiet). It was too quiet for a craft of that size to be able to stay airborne at that airspeed. About 30 minutes later I was driving south on Woodland Avenue by Calvary Road and I looked to my right and saw it again about 2 miles away right over the tree line going about 90 - 130 MPH and then another one (with the same shape and size) swooped into some sort of makeshift formation and flew towards the Duluth International Airport (making me believe that I could contact them on radar information). I tried to drive in their direction and get a picture, but they moved too fast.
