Cone Shaped Multicolored Object Moves Up & Down in Day Sky

Next to the Columbia River & Washington Border.

Description: An object was seen over Portland, OR moving slowly crosswind and changing color from silver to dark grey. It ascended slowly from 3,000 feet and then shot up quickly to what looked like 9,000 feet. Then it reappeared descending with an orange color. The object appeared to be moving periodically up and down and changing color between silver and orange. It was very hard to spot with naked eyes. My friend in Portland is describing it over the phone and he has no camera on him.
Note: It is unclear if this report came "second hand" or if each of the individuals having the phone conversation saw the object.
