Man Sees Object That Looked Like "Water Bubble" in Day Sky

Description: I saw what appeared to be a big water bubble in the sky. It descended for about 20 seconds, disappeared for about 5 seconds and then reappeared for another 5 seconds. Then it was gone. I have attached a sketch of what it looked like.
Note: The witness sent this report a day after it occurred. The delay in posting was due to lack of time. I have no explanation for this sighting. It wasn't a balloon.
