The witness was riding bike at 3 AM and noticed something in the "Jetty." He apparently walked out towards a Jetty and noticed a creature with a "green glow" at the end of the Jetty. After over 30 years he remembers the incident, but doesn't recall the date.

Investigator's Notes: The witness has not responded to my requests for an additional interview. He was young (14) at the time of the incident. One wonders what a year old is doing riding bike at 3 AM? He sounds sincere in his report, but the veracity of this report rests soley with credibility of the witness.
