Description: Yesterday I got out of work at 10:49 PM in Valpariso, Indiana. There were 4 lights that looked like they were behind the clouds and they kept on getting together and then separating. I caught it on video as well.
Note: The video verifies what the witness said that he saw. The lights appear to separate, come together and separate repeatedly.

Westcoaster has nailed it. It is more than a possibility.That is exactly what it is. It is a light that is for attracting business. I knew it the second I saw the video. There is no mystery here.
I have seen search lights using this pattern. Commercial businesses use them to attract attention.
