Formation of Stationary Bright Lights Seen in Clear Sky.

Description: I was outside smoking a cigarette at 9:30 PM. I got my phone out to take a photo of the city horizon line. I looked at the photo for clarity and noticed some light in the corner of the photo. I couldn’t see this with just my eyeball. I had to look at it through my phone camera. I took another photo and then a video. What I saw didn’t have a solid shape to it, but it seemed to swirl around itself and behind it was a few more of the same thing. It was stationary in the sky and didn’t change location. The smaller objects behind it were trying to stay aligned with the larger object in the front. There were bursts of light coming from all over it that looks like glittery sparklers or a bunch of photo flashes. I tried to take more video a few minutes later, but there was a very dense fog that came in and I couldn’t see the sky anymore.

Note: The photo appears to show a bright planet low on horizon. Analysis revealed that Venus was low on the horizon and very bright (magnitude -4.3). However, the witness is referring to another light at the upper left edge of the photo. The video shows multiple lights and at one point a triangular formation of lights.
