Description: I saw a cluster of slow-moving lights that disappeared one by one into a cloudy sky. They were moving around the speed that a helicopter would. The attached pictures were taken from Broderick Drive, looking east. They were in an area that is on the flight path for planes coming from the north that make a northerly landing at Washington Dulles (IAD) airport. The lights at the bottom of the pictures are parking lot street lights. There was no rotor or jet noise, nor did they have blinking lights like a normal civilian fixed wing or helicopter would.
