Location of Sighting: Sacramento, California
Date of Sighting: February 18, 2016
Time of Sighting: 6:30 PM PST

THE PHOTO IS OF POOR QUALITY BECAUSE IT IS A “PHOTO OF A PHOTO.”
Description: The witness’s daughter called and reported the sighting. Her mother was driving her grandchildren to a pizza parlor and at once noticed up to 30 red-orange bright lights shoot from the ground to the sky. The lights appeared to be less than one mile away. The woman has strong Christian values and feels that she saw something like an “alien invasion.”
Note: The commenter below makes a good point that the lights could have been due to bird activity.

Hate to say it as I love a good UFO report as much as the next fellow, but as this looks like the time of day was dusk, I would say what the witness saw was a flock of seagulls taking off. Seagulls fly as far inland as Sacramento and I have seen them catch the last rays of sun since they are higher than the horizon, and reflect light.
Thanks. Could be an explanation.
